Answer: In the settings of this type of connecting plate, there is no option for horizontally translating these 2 screws; instead, they are automatically placed in the middle of the overlap length of the plate and the flange of the beam (in this example, 90 mm).
If you still want to change the distance of the screws from the edge of the flange, you need to review and adjust the plate in the Plate Editor.
Right-click on the plate, then select Editor.

Once the editor opens (a separate dialog box), you need to explode the current screw layout.

After that, you can change the position of each individual screw along the x and y axes, according to the coordinate system displayed on the plate.
